In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 49-month project addresses two interdependent objectives: scaling up Informed Opinions’ impact and securing its sustainability. The funds requested will eliminate current over-reliance on its founder, develop critical infrastructure and increase the organization’s capacity for proactive engagement in a disrupted media environment. Board and professional development, strategic and communications planning, and other targeted supports will help to significantly diversify and expand revenues through enhanced program delivery, increased fundraising and partnership development capacity. The project will facilitate a tripling of the annual budget and corresponding resources into accelerated advocacy and impact to achieve equality for women as sources in Canadian news media.

Due to the COVID-19 pandemic Informed Opinion has pivoted to deliver programming online and is bringing an online safety platform called the, Troll Patrol which addresses two of the three capacity building goals: to diversify our revenue sources through expanded fundraising capacity; and to translate this capacity into accelerated advocacy and enduring impact.

The additional funding will benefit the project by allowing the organization to: map out safety platform architecture for donor presentations; develop case for support and build out donor levels; and identify and qualify 15 donor prospects.

Building Capacity to Advance Gender Equality in the Sport and Physical Activity Sector

This 48-month project will address organizational capacity needs to allow the Canadian Women and Sport to continue promoting social and systemic change towards gender equality. The organization will strengthen its effectiveness, sustainability and scalability of its work through a coordinated series of strategic capacity-building activities focused on: marketing and communications; use of technology; mobilization of research and evidence; diversification of funding sources; and strategic planning. This will enable mutual sharing with key stakeholders and further enhance their ability to advance gender equality in sport and physical activity.

This supplement funding will be used for the creation of a knowledge Mobilization Model and an Organizational Strategic Data Model.

This extension funding will be used to create and implement an equity, diversity and inclusion strategy, create an implementation plan for non-binary inclusion at a governance level, and design a business model for Canadian Women and Sport.
