About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Rural Social Protection: Productive Safety Net Program 2016-2021

This project represents Canada's continuing support for Ethiopia's Productive Safety Net Program (PSPN). Led by the Government of Ethiopia, with support from Canada and other partners, this initiative aims to enhance household and community resilience to shocks, such as droughts, and improve household food security, nutrition and economic well-being in Ethiopia's most vulnerable communities. To achieve these objectives, the project provides food insecure households with predictable food or cash transfers. In exchange for these transfers, beneficiaries participate in public works activities to build community assets and improve watershed management; a number of these activities build resilience to climate change. The most vulnerable beneficiaries (e.g. elderly people and pregnant and lactating mothers) receive transfers without contributing their labour for public works. The project reach is up to 10 million rural beneficiaries.
Project activities include: (1) providing cash and food transfers to food insecure households; (2) conducting livelihoods interventions (e.g. crop and livestock production, and off-farm income generating activities); (3) providing key health and nutrition services (e.g. behaviour change communication activities); (4) construction of community assets (e.g. land rehabilitation, health posts); and (5) offering capacity development activities.
Canada's support to this program is provided through the United Nations World Food Programme (WFP) and the World Bank.

The Challenge of girls' Education in Mali - Improved Demand, Access and Retention

P007233001: The Défi éducation des filles (DÉFI)- (challenge to Girls education) project aims to improve education so that it becomes inclusive, equitable and of high quality for vulnerable girls in conflict-affected areas in the regions of Ségou, Mopti, Gao and Timbuktu. This project plans to improve specifically the situation of out-of-school girls and boys. Savings and loan groups that aim to support girls’ education and train teachers and school leaders in gender-sensitive pedagogy will also be supported.
The project works to change social norms and other barriers to girls’ education. It does so through a communication approach based on interactive radio broadcasts. It also seeks to better education services by improving the performance of the public sector in the provision of equitable educational services. The project offers vocational training to girls who can no longer access primary education while offering remedial classes for those with learning difficulties.
Project activities include: (1) establishing a program to reintegrate children excluded from the school system; (2) conducting a gender-responsive assessment with communities to identify barriers and opportunities to help improve girls' access to education; (3) providing technical assistance to the Ministry of National Education of Mali for the inclusion of gender sensitivity in existing teaching materials. This assistance covers basic literacy and numeracy skills for the socio-professional reintegration of girls and women; (4) creating theatre radio programmes designed, broadcast, and evaluated on the education and rights of women and girls to encourage their participation; and (5) creating safe spaces for girls in schools to promote women's health and menstrual hygiene education.ficulties.
P007233002: The COVID-19 pandemic that started in 2020 has created a sanitary crisis in Mali that significantly affected the education sector with school closures and a forced shift, often difficult, to distance education. Preventions and counteracting measures seriously impacted the education system in Mali.
Since mid-2020, Mali has developed a national strategy to fight back to which technical and financial partners, such as Alinea, are aligning their activities. The National Education Ministry of Mali has developed an action plan for the regions of Segou, Mopti, Gao and Timbuktu, particularly in the less well served regions.
The activities to fight against the impact of COVID-19 developed by Alinea will aim at supporting this action plan in order to assist in prevention, continuity of teaching and the reopening of schools.
