About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Combatting Ebola in the Democratic Republic of Congo

This project proposes supplementing the response to Ebola through stabilization and peacebuilding efforts. The project aims to help contain the spread of Ebola, and reduce the community's violent resistance and mistrust of the Ebola response in North Kivu, Democratic Republic of Congo (DRC). The project also aims to build trust between communities and non-medical state actors, such as elements of the police, loyalist members of the DRC armed forces, administrative officials and media leaders who play a key role in response activities. Interventions such as community dialogues and participatory theatre work to bring together key stakeholders, including women and youth, and reduce the security dilemma in favour of local government, thereby enhancing existing stabilization interventions. These activities take place in Butembo and Beni, North Kivu, where most of the Ebola crisis has spread and where community engagement can strategically support the Ebola response.

Improving Gender Equality, Waste Management and Clean Energy in Haiti

The project aims to improve the well-being of those living in the Gonaïves commune in Haiti. The project works to integrate waste management through allowing the sale of carbon credits and the production of green energy through the recovery of biogas produced by the decomposition of waste, which allows, in the long term, to self-finance waste management operations.
Project activities include: (1) carrying out engineering analyses; (2) installing the first biomethanation plant; (3) closing the current unofficial landfill site and reintegrating the disadvantaged population and women in recycling and waste collection activitie; (4) establishing an energy sales contract and carbon credits; (5) implementing a comprehensive campaign to raise awareness around healthy and smart management of waste and the environment; (6) providing job training in the field of waste collection and landfill management; and (7) establishing a team of waste collection and recycling operators.
The project activities aim to directly reach 50,000 people in Gonaïves (60% of whom are women) by the end of the project.
