In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Iraq Crisis - Mental Health and Psychosocial Support Response - ACF 2020-2021

January 2020 – In 2020, there are an estimated 4.1 million Iraqis in need of humanitarian assistance, of which 1.77 million are in acute need. Out of the 6 million displaced people during the conflict against Daesh, more than 1.4 million people remain internally displaced. Those directly affected by the conflict against Daesh, particularly those who were displaced and whose lives and livelihoods were uprooted and destroyed, continue to require humanitarian assistance to meet their basic needs.
With GAC’s support, Action Against Hunger (ACF) is providing a mental health and psychosocial support response to meet the immediate lifesaving needs of conflict-affected persons in Iraq, including internally displaced persons (IDPs), returnees, and host communities. This intervention aims to target up to 13,000 vulnerable individuals exhibiting symptoms relating to mental health issues and psychological distress. Project activities include: (1) providing mental health and psychosocial support (MHPSS) services through awareness sessions, support groups, and clinical trauma treatment for individuals and groups; (2) providing referrals and case management to individuals who have experienced gender-based violence and/or severe mental health problems; (3) providing MHPSS training to health workers, teachers and community leaders; and (4) providing training and support on emergency child care practices to pregnant and lactating women, health workers and community leaders.
