About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project aims to increase security and safety for women, girls, men, and boys in Ukraine. The project supports the Ministry of Internal Affairs (MoIA) and the National Police of Ukraine (NPU) to effectively respond to the security needs of the population in the face of Russian aggression.
Project activities include: (1) providing technical assistance and equipment to the NPU to efficiently address cases of conflict-related sexual violence; (2) providing advice and guidance to the NPU and MoIA on meeting the requirements for Ukraine’s European Union accession to police reform; (3) providing support to expand and increase the sustainability of the police peer-to-peer psychological health community of practice and enable the police to provide psychological health first aid to conflict-affected communities; (4) increasing the NPU capacity to adapt and implement the community policing national strategy and efficiently address public safety issues related to the war; and (5) expanding a community safety hubs network that unite police and community stakeholders in responding to safety issues identified in their communities, including in newly-liberated areas and conflict-affected communities.

Women's Peace and Humanitarian Fund: Haiti Appeal and Rapid Response

Canada's support of the United Nations Women's Peace and Humanitarian Fund (WPHF) aims to increase women’s participation in, and implementation of, peace processes and peace agreements. The WPHF's Rapid Response Window (RRW) is a critical funding mechanism that addresses urgent funding gaps with rapid, short-term support. This project supports to the WPHF's work in Haiti, to provide rapid funding to local women's organizations responding to the crisis and the needs of women and girls. Project activities include: (1) undertaking advocacy and technical support; (2) building capacity for women to meaningfully participate by promoting favourable attitudes towards their participation in conflict prevention; (3) addressing barriers to women’s representation and participation in peace negotiations; and (4) ensuring women’s and girls’ safety, health and security are assured, and their human rights respected through measures that prevent acts of violence, facilitate access to services for survivors, and strengthen accountability.

Gigaton Fund - Sustainable Energy at Scale

The Gigaton Fund is a US$500 million blended finance debt fund that scales up clean energy transition and climate investments in underserved markets to increase affordable and clean energy use. The Fund aims to improve the environment and well-being of vulnerable populations, especially women in emerging markets. Project activities include mobilizing private sector capital to finance impactful clean energy companies, commercial and industrial solar projects, agri-businesses, and smallholder farmers.
The Fund finances over 100 projects to benefit 10 million people, including 50% women, while also demonstrating the potential to mobilize capital at scale to help drive the sector toward long-term sustainable financing.

Support to the strategic communications for the Special Envoy of the Secretary-General on Myanmar

This project supports the Office of the Special Envoy to the Secretary General (OSESG) in Myanmar to address critical gaps in strategic communications. With Canada’s support, the Special Envoy' office seeks to establish a strategic communication unit consisting of: (1) a communications and media officer; and (2) a Myanmar communications and analysis officer. Since the military coup in February 2021, there has been a proliferation of mis- and disinformation campaigns targeting internally displaced people, refugees and peacebuilders inside and outside the country. It is critical that the OSESG produces timely, credible, and transparent communications. Project activities include: (1) supporting the Special Envoy’s Office to ensure accurate and transparent messaging is communicated to intended audiences; and (2) reporting through local and international media to cover Special Envoy’s narratives and activities accurately and constructively.
