In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to use food security and agriculture as a platform for women’s empowerment. The project works to advance the rights of women and girls by providing gender appropriate and climate-smart agricultural training, and helping women to increase and control their incomes. The project also addresses harmful norms that limit women’s participation in agriculture and works to reduce sexual and gender-based violence. Project activities include: (1) providing training to women and their communities on natural disaster planning and response, natural resource management, and conflict resolution; (2) providing training to women and their families on nutrition, including topics related to equitable food distribution and child-feeding practices; (3) distributing small livestock, poultry and other inputs to women so they can engage in income-generating activities; (4) providing training to women on leadership, functional numeracy, literacy, and management skills; and (5) facilitating discussions on the reduction of gender inequalities, and the prevention of sexual and gender-based violence.

Iraq Crisis - Healthcare for Conflict and Displacement-Affected People - MdM 2020-2021

January 2020 – there are an estimated 4.1 million Iraqis in need of humanitarian assistance, of which 1.77 million are in acute need. Out of the 6 million displaced people during the conflict against Daesh, more than 1.4 million people remain internally displaced. Those directly affected by the conflict against Daesh, particularly those who were displaced and whose lives and livelihoods were uprooted and destroyed, continue to require humanitarian assistance to meet their basic needs.
With GAC’s support, Médecins du Monde is providing a comprehensive healthcare response to meet the immediate lifesaving needs of conflict-affected persons in Iraq, including internally displaced persons, returnees, and host communities. This intervention aims to reach up to 130,000 individuals. Project activities include: (1) supporting the provision of the Basic Health Service package, including sexual and reproductive health (SRH) and mental health and psychosocial support (MHPSS); (2) providing medical and MHPSS services to survivors of gender-based violence (GBV); (3) providing logistical support to primary health care centres, including essential equipment and supplies; (4) providing training to national health service providers on Basic Health Service package, including on SRH, MHPSS, and referrals; and (5) providing training in coordination with local health authorities on GBV prevention and response.
