In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Chad - Emergency Assistance in Lac Province - CARE Canada 2019-2020

March 2019 - Chad faces interconnected humanitarian crises in a context of chronic poverty, food insecurity and low economic and social development. The security situation in neighbouring countries continues to generate population movements, particularly from the Central African Republic (CAR) in the south, from Sudan in the east, as well as internal displacement in the Lac province. This context has left nearly 4.3 million people (of which 51% are women) in need of emergency humanitarian assistance. Moreover, nutritional needs have increased by 29% compared to the beginning of 2018.
With GAC’s support, CARE Canada is helping to assist up to 19,347 conflict-affected people in the Lac province. Project activities include: (1) constructing or rehabilitating water points, benefiting up to 5,000 people; (2) distributing cash-for-work to up to 4,200 beneficiaries for work on small community projects, and providing unconditional cash assistance to up to 434 vulnerable people; (3) provide small pre-vaccinated ruminants to rebuild the livestock of up to 1,000 households; (4) building the capacity of up to 1,000 women and girls to manage income generating activities and resources such as land, water and pasture; and (5) distributing dignity kits for women and girls, which contain items required to maintain feminine hygiene, dignity and respect in their daily lives, benefiting up to 1,000 women and girls.

Nigeria - Emergency Assistance in Borno State - CARE Canada 2019-2020

March 2019 - The conflict between the Boko Haram and Nigerian armed forces has been ongoing for over 10 years. Across the three affected states of Adamawa, Borno and Yobe, approximately 7.1 million people are in need of humanitarian assistance in 2019 out of the total population of 13.4 million. Assistance for basic survival and protection is vital for displaced populations, host communities and vulnerable people across north-eastern Nigeria, especially in Borno State, the epicenter of the crisis.
With GAC’s support, CARE Canada is helping to assist up to 47,000 conflict-affected people in the Borno state. Project activities include: (1) providing mobile clinics to offer emergency sexual and reproductive health services, benefiting up to 30,000 vulnerable people; (2) training of up to 32 healthcare service providers on sexual and reproductive health services in three primary healthcare centers (PHC); (3) providing reproductive health kits and equipment to three PHC, including essential medicines, contraceptives, antibiotics, intravenous fluids and delivery beds; (4) distributing delivery kits, which contain items required to ensure safe and clean deliveries, benefiting up to 8,100 pregnant women; and (5) creating and training three gender-based violence Protection Committees, benefiting up to 3,000 people, mostly women and children.

Sudan - Emergency Water, Sanitation, Hygiene and Protection Assistance - ADRA 2019-2020

March 2019 - An estimated 7.1 million people are in need of humanitarian assistance and protection across Sudan as a result of armed conflict, food insecurity, malnutrition, economic decline and disease. Approximately 2 million people are internally displaced within the country. Instability around Sudan’s borders has also led to thousands seeking asylum and refuge in Sudan. The number of South Sudanese refugees in Sudan is over 844,000, making Sudan the largest host of South Sudanese. Refugees, asylum seekers and migrants from Central African Republic (CAR), Chad, Eritrea, Ethiopia and Syria are also present, bringing the total number of refugees to 1.2 million. An estimated 5.7 million people are currently severely food insecure, with malnutrition rates over emergency thresholds.
With GAC’s support, ADRA Canada is providing emergency water, sanitation, hygiene and protection assistance for up to 112,907 conflict-affected people in Sudan’s Blue Nile state. Project activities include: (1) rehabilitating 18 hand pumps and 7 water systems in 8 settlements; (2) constructing gender-sensitive latrines and handwashing facilities in 6 schools and 6 health centers; (3) providing latrine slabs to 1,000 households; and (4) training 240 women and men community leaders in mediation, gender equality, and sexual and reproductive health and rights issues.
