In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

March 2019 - The conflict between Boko Haram and Nigerian armed forces has been ongoing for over 10 years. Across the three affected states of Adamawa, Borno and Yobe, approximately 7.1 million people are in need of humanitarian assistance in 2019 out of the total population of 13.4 million. Assistance for basic survival and protection is vital for displaced populations, host communities and vulnerable people across north-eastern Nigeria, especially in Borno State, the epicenter of the crisis.

With GAC’s support, the International Rescue Committee is helping to assist up to 145,393 conflict-affected people in the Borno state. Project activities include: (1) providing sexual and reproductive health services, benefitting up to 6,293 women and girls; (2) supporting up to five health facilities in providing quality primary health care, benefiting up to 18,000 people; (3) providing mobile clinics to offer effective and scalable treatment for common diseases, benefiting up to 45,000 people; (4) screening and treating up to 3,736 children under the age of five for severe malnutrition; and (5) constructing or rehabilitating water points, ventilated improved pit (VIP) latrines, as well as household latrines, benefiting up to 16,000 people.

The project aims to channel the creativity and the productivity of a new generation of students and young professionals, especially women, to contribute to poverty reduction and inclusive growth within the Association of Southeast Asian Nations (ASEAN) region. More specifically, it seeks to deepen the knowledge and develop practical skills of students or mid-level professionals from the ASEAN region in areas of study that contribute to the implementation of the 2030 Agenda for Sustainable Development.

Project activities include: (1) the provision of short-term (up to 8 months) scholarships for study/research for ASEAN students in Canadian post-secondary academic institutions in areas of study that are aligned with the Sustainable Development Goals; (2) the creation of institutional agreements between Canadian and ASEAN post-secondary academic institutions; (3) the provision of short-term scholarships for ASEAN mid-career professionals working in sectors that contribute to the implementation of the 2030 Agenda for Sustainable Development to enhance their knowledge and skills in their area of work; and (4) the creation of an alumni network.

Description:

February 2019 - From new violence in peaceful areas of the country, such as Ituri, to multiple Ebola outbreaks, and the forced return of hundreds of thousands of Congolese refugees and IDPs, 2019 pushed the limits of DRC's humanitarian assistance. These challenges, coupled with cyclical violence and a lack of basic services exacerbated live-saving needs across the east and centre of the country. Millions of Congolese bear the brunt, which is characterized by worsening inter-ethnic tensions and conflict and where widespread human rights abuses, including sexual violence, are a defining feature. In 2018 alone, 1.26 million Congolese were newly displaced, and it is expected that 2019 will bring an additional 2.9 million returnees back to their areas of origin, creating significant needs in protection, livelihoods, and food security. Approximately 12.8 million people are food insecure and 4.28 million children are suffering from malnutrition.

With GAC’s support, People in Need (PIN)fournit une assistance pour répondre aux besoins urgents de 53 884 personnes affectées par le conflit dans le territoire de Kabambare, en RDC. Ce projet se concentre sur l'amélioration des conditions d'eau, d'assainissement et d'hygiène des structures sanitaires, la prévention et le traitement de la malnutrition, et la fourniture de services de santé de base aux populations touchées par le conflit. Les activités du projet comprennent : 1) distribuer jusqu'à 28 trousses médicales aux structures sanitaires existantes ; 2) fournir des trousses d'assainissement et d'hygiène aux structures sanitaires ; 3) former jusqu'à 60 volontaires de la santé communautaire ; 4) distribuer des intrants et du matériel nutritionnels pour la malnutrition aiguë sévère.
