In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Deployment of Health Emergency Response Units - Canadian Red Cross 2019-2024

This project is supporting the Canadian Red Cross in deploying Health Emergency Response Units (ERUs) in communities experiencing crises in Africa, the Americas and Asia. GAC’s multi-year humanitarian support to this project is contributing to respond to health needs in emergencies. Emergency Response Units are a key disaster response tool and an integrated part of the International Federation of Red Cross and Red Crescent Societies (IFRC) disaster management system. Health ERUs, such as field hospitals and emergency clinics, provide essential health services in post-disaster and health crisis contexts, and are activated when local health care resources are overwhelmed, incapacitated or inaccessible.
Project activities include: (1) mobilizing Canadian experts for health ERU operations; (2) supporting the establishment of health ERUs in humanitarian crises; and (3) improving access to health ERU services, including sexual and reproductive health services for women and men, cholera treatment and surgical care.

This project supports the work of the Partnership for Maternal, Newborn and Child Health (PMNCH), the advocacy and accountability arm of the Every Women Every Child (EWEC) global movement. Through its alliance of over 1,000 organizations from the sexual, reproductive, maternal, newborn, child and adolescent health communities, the PMNCH provides a platform for organizations to maximize global efforts to improve maternal, newborn, child and adolescent health.
PMNCH works to advance the 2030 Global Strategy for Women's, Children's and Adolescents’ Health (Global Strategy) by: (1) prioritizing engagement in countries: focusing on populations and places with the highest burden, greatest need and most inequity; (2) driving accountability: nurturing a culture of open accountability to drive purposeful engagement and sustained commitment, tracking progress and holding each other to account; (3) focusing action for results: driving advocacy and sharing learning to accelerate and focus action and financing to deliver the Global Strategy for results; and (4) deepening partnerships: engaging and aligning a broad and inclusive range of partners to deliver the full ambition of the PMNCH for action and accountability.
The project contributes to poverty reduction by improving maternal, newborn, child and adolescent health who are among the world's most vulnerable populations.
