Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Support to the UNESCO Global Education Monitoring (GEM) Report
7412426 P003007001
The project aims to contribute to inclusive and equitable quality education and to promote lifelong learning opportunities for all, as outlined in the United Nations’ Sustainable Development Goal 4 (SDG4). The Global Education Monitoring Report (GEM Report) is an editorially independent report, established in 2002, to monitor progress towards the international education agenda targets. The GEM Report provides analysis on different regions focusing on specific issues such as gender, education in conflict situations, migration and skill for youth, which permits a comparison between education systems at the global scale. Based on a rigorous review and analysis of both qualitative and quantitative research and data, the GEM Report provides a breadth of understanding on progress and challenges in education that serves to inform and hold global, regional and national education stakeholders accountable. The GEM Report also serves as a basis for evidence-based advocacy to promote progress towards achieving the education targets set out in SDG4, including through acting as convener, and brokering dialogue on education issues with policy makers, academics, education stakeholders and young people, to effect policy changes. Project activities include: (1) the publication of three annual editions of the global report (2020, 2021, 2022) and its associated products; (2) publishing the regional reports; (3) publishing the gender equality report; (4) publishing policy papers; and (5) supporting the GEM Report’s advocacy work.

Gender Equality in Artisanal Mining
7413766 P005930001
The project aims to support women working in the Artisanal and Small-Scale Mining (ASM) sector to tackle the barriers they face, with respect to achieving full gender equality in the ASM sector.
The project works in the Democratic Republic of Congo, Uganda and Zimbabwe and aims to provide women with the tools to gain economic security, independence and voice, coupled with meaningful space in decision-making structures that have a direct impact on their livelihoods (e.g. mining cooperatives). The project also aims to ensure that the ASM physical environment is better protected to ensure that mining is carried out in ways that do not have a negative impact on women and their communities, and empower women to articulate and defend their concerns, including health and safety concerns that are often overlooked or disregarded as of lesser importance.
Project activities include: (1) providing technical assistance to legislators, policy and other decision-makers on how to apply gender assessment tools to new and existing laws, regulations, policies and initiatives; (2) raising awareness for relevant stakeholders on how to combat harmful social stigma and cultural taboos that remain as an obstacle to women’s full economic participation in the mineral supply chain; and (3) providing technical assistance to women of ASM communities to develop relevant skills (financial literacy, management and business) to more actively defend their interests and participate in mining cooperatives.
The project aims to directly benefit an estimated 1,000 women and men working at project artisanal mine sites in the three targeted countries.

UNdaunted: Educating Girls with Disabilities in Somalia
7412650 P007688001
This project aims to remove barriers to girls’ education in Somalia, particularly those with disabilities. It builds on the positive experience of Canadian philanthropic engagement via UNICEF Canada’s UNdaunted Initiative already established in Sub-Saharan Africa. This project works to improve learning outcomes for girls, including those with disabilities, by increasing their equitable access to safe, quality, inclusive, education within an education system that recognizes their needs, and provides innovative and quality gender-responsive formal and non-formal education. The project aims to target 156 schools in up to 20 districts of the Federal Government of Somalia and Federal Member States: the Puntland State of Somalia and Somaliland. Project activities include: (1) facilitating public awareness around disability and gender issues through activities such as community outreach, and providing training to education stakeholders on developing policies on the protection of girls from gender-based violence in schools and to foster safe learning spaces; and (2) providing technical assistance to Ministries of Education and educational officials to strengthen capacity on data collection, as well as to integrate adolescent girls with disabilities into their education systems. This project is expected to reach 22,500 girls, including 7,500 girls with disabilities in the formal and informal education systems. The project is also expected to benefit 1,248 teachers; 1,092 members of community education committees; and 70 government officials.
