In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Readiness for Global Emergency Response - Canadian Red Cross 2019-2024

This project supports the Canadian Red Cross in maintaining their capacity to immediately deploy standby field hospitals, relief supplies and trained experts when triggered by requests for international assistance. Canada’s ability to quickly and effectively respond in the aftermath of crises is based on our readiness capacity. At its core, response readiness relies on having the essential equipment, supplies, people and processes on standby to trigger into action at a moment’s notice.
Project activities include: (1) maintaining field hospital and mobile clinic equipment and supplies for deployment in humanitarian crises; (2) maintaining a roster of trained Canadian technical experts support relief operations; and (3) maintaining stockpiles of relief supplies, including blankets, shelter toolkits, mosquito nets and kitchen sets, on standby for deployment to humanitarian partners based on needs.

Babanayaa – Improving the Well-Being of Rural Women and Girls in Ghana

The project aims to improve the well-being of women and girls in 30 rural communities in Ghana’s northern and Brong Ahafo regions, including aspects of food security, health, safety, and social standing. The word “Babanayaa” translates to “one day they will see that we have changed”.
The project seeks to help 1,500 women, including 750 vulnerable women, attain greater well-being : (1) through an increased income due to agricultural (peanut) and livestock (goat) production and better market access; (2) by helping young women attend primary and secondary school to increase their level of education; and (3) by helping women participate more fully in community-decision-making; (4) by training women’s cooperative leaders and extension officers in agriculture, financial management, and skills for a healthy future (including sexual and reproductive health, hygiene and safe food preparation, human rights) to better advocate for their own well-being; and (5) by training community responsibility-bearers in gender-responsive justice, land use and environmental care, giving them an increased ability to protect the rights of women.
The project is implemented by Ghana Rural Integrated Development in collaboration with Northern Empowerment Association.
