In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Visual impairment as a consequence of long-duration space travel is a serious challenge to human exploration. Our limited understanding of how Space Flight-Associated Neuro-ocular Syndrome initiates during spaceflight points to fluid shifts associated with entering a microgravity environment. These changes yield ocular structural and functional alterations in a significant fraction of astronauts, not always resolved after Earth landing.
We surmise that ocular rigidity, determined by the shape and elasticity of the outer layers of the eye, plays a major role in the development of the disease, and is a risk factor that can be screened in a non-invasive fashion.""

Supporting Elections for Ethiopia’s Democracy Strengthening (SEEDS)

The project’s main goal is to provide technical and logistical support to the National Election Board of Ethiopia (NEBE) to support in its mandate of ensuring the conduct of free, fair and credible elections. The main objectives of the project are two-fold: a) assist the electoral management body in becoming a more capable, transparent and ultimately, trusted institution; and b) provide the assistance required for undertaking inclusive, transparent and credible elections. Project activities include: (1) strengthening the NEBE as a cohesive institution; (2) enhancing public trust and confidence in the NEBE; (3) building staff capacities related to electoral processes; (4) building NEBE capacities for transparent and timely communication with the electorate; and (5) building NEBE capacities for detecting and resolving election-related disputes. The project’s strategic approach also aims at supporting the NEBE in ensuring inclusive participation of all groups including women, youth, and ethnic groups from all regions of Ethiopia.
