In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

OCADU CO with the support of researchers from OCADU offers IRAP Design Thinking-based design critique and user interface evaluation services in support of IRAP’s mission. Design Thinking is a multi-disciplinary problem-solving approach that cultivates creative ideation, iterative prototyping, and concurrent business analysis using structured methods that promote deep understanding of real needs and the attainment of significant business outcomes. Design Thinking has been identified as a key approach for developing innovative solutions that are desirable, effective and viable.
Participants engage in authentic studio environments where art and design thinking promotes problem-focused solutions for workshopping ideas, product, service, and policy development. Their model is based on engaging participants in all three learning domains: cognitive (Head), affective (Heart), and psychomotor (Hand). Outcomes focus on the acquisition of knowledge, the development of affective investment in this knowledge and the change management of organizations, and the application via workplace project through prototype development. Their unique studio approach enables participants to accelerate learning and application into their workplace. They not only apply the principles of Design Thinking to business contexts, we foster the application of these ideas into individual workplaces to ensure acquisition and generation of “sticky knowledge” to ensure that participants are able to translate the results of these reviews into practical outcomes for their organization.

The new product line is grown in indoor, completely separated cubes, with its own climate control and water irrigation - contributing to pesticide free products. The technology is not without it's structural and operational issues. We have hired a hydroponics college graduate to supervise the project, eliminate equipment breakdowns, improve labour productivity, and develop food safety procedures.
