In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Atikamekw family support service for murdered and/or missing victims

The recipient, in support of Atikamekw Sipi families of missing and murdered Indigenous women and girls will meet with families to identify their needs and will use an approach adapted to the Atikamekw culture. On-going moral and psychological support through their recovery, and information packages will be provided. A website which will serve as a source of information on available services, activities, news files and a monthly newsletter will be created. With the goal to reach as many families as possible, monthly activities will be held in the communities of Manawan, Opitciwan and Wemotaci but may also take place in cities where Atikamekw have migrated to, such as La Tuque, Joliette and Trois-Rivieres.

Criminal legal aid helps support legal services for economically-disadvantaged persons accused of serious criminal offences and for youth charged under the Youth Criminal Justice Act. Immigration and refugee legal aid supports legal services for eligible individuals appearing at immigration and refugee proceedings. The Legal Aid Program also manages and funds State-Funded Counsel cases on behalf of the federal government, where the Attorney General of Canada is ordered by a court to provide funded defence counsel, or where the Department reimburses legal aid plan costs in national security proceedings. Additionally, time-limited funding has been made available through the Legal Aid Program for legal information and advice services for individuals impacted by workplace sexual harassment.

Sharing Public Legal Education and Information Best Practices to Address Sexual Harassment in the Workplace

This project will facilitate knowledge exchange and sharing of best practices for organizations working on public legal education and information to address workplace sexual harassment. The project will offer ongoing training and education opportunities and will support a national platform for knowledge exchange on the subject, including through the development of a website for access to information on projects and initiatives across Canada related to workplace sexual harassment. Two national conferences will also bring organizations and stakeholders together to share outcomes of projects, support the identification and sharing of best practices, and facilitate the development of new partnerships and networking.
