In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 32-month project will permit the organization of a provincial gathering of LGBTQ2 organizations to initiate a strategic reflection on the development of a concerted organizational vision that takes into account the diversity of realities and issues facing LGBTQ2 communities in Quebec. It will also help strengthen the financial viability of the organization and its ability to support its members by improving its communication practices, implementing a micro-financing program primarily targeting LGBTQ2 service organizations located outside the province's metropolitan areas and providing fundraising support services and capacity-building activities.

The additional funding will allow the organization to continue its expansion by strengthening its governance and communication practices and developing its programming. The organization will also implement an action plan derived from its strategic planning to build the capacity of its member organizations through the creation of an intra- and inter-regional mentoring program, explore new networking opportunities, develop a fundraising strategy and organize a second provincial LGBTQ2 consultation meeting with member organizations.

This 55-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: needs assessment, development and implementation of strategic plans, collaboration and networking, and enhancing organizational financial health.

The additional funds will be used to strengthen capacity in human resources management, strategic plan implementation, community engagement, partnership development, and funding source diversification. This will be achieved through the development and implementation of program manuals; improved organizational policies, procedures, and recruitment strategies; strategic and community outreach action plans; and a fundraising business model.

This 54-month project will address organizational capacity needs to allow the Native Child and Family Services of Toronto to improve its service to Indigenous women and families in Toronto. Organizational capacity will be enhanced through the assessment of the current staff training program and procedures followed by a large-scale redesign of a culturally appropriate and effective training program.

The 2023 supplemental funding will be used to revitalize the advocacy and branding initiatives inside the organization to better attract Indigenous candidates and ultimately better address the needs of the Indigenous community they serve, as well as develop and implement a human resources strategy and tools. These activities will continue to grow organizational capacity by incorporating Indigenous women’s perspectives in NCFST’s policies and programs.
