In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 31-month project will address organizational capacity needs of The Enchanté Network to support its incorporation and expansion from coast to coast, strengthen its governance, develop and implement a communication strategy, work on partnership development, organize its founding national general meeting and provide micro grants to support the capacity building of LGBTQ2 centres and establishment of other centres across the country. The additional funding of $700,000 will allow for the continued expansion of the organization by further strengthening its communication practices, mobilizing and disseminating knowledge on its members' capacity, as well as providing them with micro-granting and supports services, and fostering the networking and collaboration between LGBTQ2 service centres. The organization will also join forces with Fierté Canada Pride and 2 Spirits in Motion Foundation to development joint policies, procedures and capacity-building programming, thereby strengthening the infrastructure of LGBTQ2 organizations across the country.

The additional funding of $105,000 will allow for the development of a robust, long-term strategic plan and a broad overview of the Canadian 2SLGBTQ+ community organizations landscape. The organization will also refine its internal processes to support the needs of its expanding membership and update its branding, communications, and marketing practices accordingly. The “Centre in a Box” service, a one-stop-shop providing foundational information and resources, will also be created in response to its member organizations’ requests for capacity building resources.

Description:

The Project Time for 5 will be addressing gender-based violence (GBV) and women’s economic security, which is aligned with the Recipient’s work and experiences in seeking gender equity for all women in Canada. The focus of this project will specifically be on GBV, economic security and emerging issues in rural, remote and northern communities (using WAGE’s contribution to the Project), along with advancing gender equality for girls and women throughout Canada (using other sources of funding). In addition to providing direct contribution funding, the project will also provide capacity building supports for community-based organizations and grassroots initiatives within these communities.

Supplemental funding for the project will enable an expanded reach of the project to distribute additional funding to eligible organizations and to further support project activities.

Building Organizational Capacity of the 2-Spirits in Motion Foundation

This 7-month project will address organizational capacity needs of the 2-Spirits in Motion Foundation (2SiMF) and promote collaborative knowledge generation and dissemination amongst Two Spirit peoples and organizations in order to foster the creation of a safe and supportive environment for Two Spirit peoples in Canada. Organizational capacity building will be enhanced through the development of a strategic plan to advance 2SiMF’s finance, governance and human resource management structures, as well as disbursement of micro-grants to strengthen the capacity of locally and regionally engaged two-spirit organizations in Canada. A national Two Spirit gathering will inform priority setting for future policy and planning.

Capacity Building for Canadian Pride Organizations

This 43-month project will address organizational capacity needs to strengthen the organization’s foundational structure and network to support the growth and capacity of Pride organizations across the country by engaging them in an asset mapping exercise, developing and launching a 5-year strategic plan, implementing a micro-granting program for small and medium Pride organizations, and providing members with capacity-building support services.

Second Phase : The additional funding of $400,000 will allow for the continued expansion of the organization and provision of supports and services to Pride members, including micro-granting, a national conference and national Pride event, access to a human resources management online platform, and fundraising and grant-writing workshops. The organization will also join forces with The Enchanté Network and The 2 Spirits in Motion Foundation to development joint policies, procedures and capacity-building programming, thereby strengthening the infrastructure of LGBTQ2 organizations across the country.

Third Phase: The additional funding of $30,500 will be used to hire specialists and professionals who will help make the AGM and the 2022 Annual Gathering more accessible, visible, and impactful, and thus reach more participants. A consultant will be hired to undertake an anti-racism audit to build a better understanding of how racism may be unknowingly perpetuated through the organization and develop the capacity of the board and team. This audit will be used to provide a strong framework on what needs to be implemented within the organization and to develop future anti-racism projects.

Fourth Phase: This one-year extension and additional funding of $175,000 will contribute to further strengthen and stabilize the organization by hiring and maintaining its first Executive Director, developing HR policies, supporting its four leadership councils and providing a smooth transition for the organization to move from a working board to a governance board. On the external side, this will support FCP’s work with its membership and the national network of 2SLGBTQIA+ organizations to ensure they can access services, develop their capacities and become more resilient. Finally, pride organizations and those that are marginalized within the movement will be engaged and best practices will be shared between prides with the aim to reduce discrimination and barriers by changing norms, attitudes and behaviors.
