In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Multicultural Health Brokers Co-operative (MCHB) will implement a project called Culturally Responsive Access to Justice (C-RAJ) to provide equitable access to the justice system for migrants, immigrants, and refugees impacted by domestic violence. The project includes a partnership with Nalah, an initiative of the Edmonton John Howard Society (EJHS) that is staffed with Justice Support Workers (JSWs) who receive referrals from the Edmonton Police Service. MCHB's cultural brokers act as cultural guides, navigators, mediators, advocates, and community connectors, working with the survivor in the context of the needs of the family. The targeted approach was meant to help break the cycle of family and sexual violence through legal information, legal system navigation, and increasing access to culturally responsive community resources.

Sexual Violence Response Advocate

The “Sexual Violence Response Advocate” project will provide the services of a dedicated advocate to address systemic and societal factors faced by victims of sexual violence through trauma and violence informed programming. The advocate will provide improved access to the Victim Quick Response Program (VQRP+) and court support and accompaniment to navigate the justice system. The project will also allow the organization to create and deliver a campaign entitled “Nothing to See Here” generating awareness around sexual violence online through cyber-crime and online extortion involving the non-consensual distribution of intimate images and child sexual abuse materials. The organization will lead the development of a technology safety toolkit to be shared publicly in the community to assist victims of these types of crimes to proactively protect themselves, as well as prevent any further harmful behaviours from occurring.
