In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 60-month project will address organizational capacity needs to allow the organization to continue providing shelter and services to women and children affected by Gender Based Violence (GBV). Organizational capacity will be enhanced through the following activities: 1) updating the Strategic Plan to increase board and staff capacity; 2) incorporate new IT and communication tools, including developing a Communications Plan; and 3) hire a consultant to lead the team through a strategic planning session.
The 2023 supplemental funding will be used to build stronger relationships, and increase collaboration, with the five Indigenous communities where CHADWIC Home offers services by: 1) assessing the organization’s level of cultural safety; 2) increasing the organization’s cultural competence; and 3) increasing staff and organization’s capacity for providing culturally safe services.

Analysis to Action on Gender Based Violence

This 59-month project will address organizational capacity needs to allow Northwestern Ontario Women's Centre to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through partnerships with local women's advocates in the development of a collaborative advocacy strategy on gender-based violence that is informed by anti-racism, anti-oppression, trauma-informed and gender-based analysis frameworks. This advocacy strategy includes connecting with existing broader campaigns and efforts, the creation of an online platform and communication network, the analysis and publication of legal system outcomes through this network, and the establishment of an annual ""Think Tank"" for local women's advocates.
The 2023 supplementary funds will be used to develop a standardized program evaluation protocol, build and retain diverse board and staff through a recruitment protocol, develop an organizational plan focussing on pension and benefit development, design a standardized annual budget development process to complement and operationalize the new strategic plan and increase capacity for standardized GBA Court Observation through data management.
