In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 57-month project will address organizational capacity needs to allow Mouvement Ontarien des Femmes Immigrantes Francophones (MOFIF) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development and implementation of a five-year strategic plan, strengthening board governance, implementing a recruitment and retention strategy for volunteers and interns to enable the creation and sustainability of dynamic, permanent and ad hoc committees, as well as strengthening their ability to advocate for changes impacting immigrant and refugee women across Ontario.

The supplemental funding provided in 2020 will allow MOFIF to strengthen its capacity to offer new programs to Francophone immigrant women and establish the necessary partnerships to address the impacts of the pandemic across the province.

The 2023 supplemental funding will be used to develop a new communication strategy, develop a strategy to expand the organisation, develop new partnerships (anglophone organisations and provincial/national key players), ensure support for emerging immigrant women's organizations, develop a strategy for engaging young girls and ensure funding sustainability with training for the MOFIF team and the development of tools.

This 56-month project will address organizational capacity needs to allow the Windsor Women Working with Immigrant Women to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of governance and risk management policies and procedures; strategic planning; the development of a fundraising strategy that includes a financial sustainability plan; and a stakeholder engagement and communications/partnership strategy. In addition, human resource practices and leadership will be enhanced through the development of a collective agreement and a language/interpretation development plan.

The 2020 supplemental funding will be used for the development of a cyber security strategy and a sustainability plan, upgrading the organization’s website and governance policy handbook as well as reviewing pay equity.

The 2023 supplemental funding will be used to build organizational capacity to affect change through the development of women and racialized advocacy strategies incorporating GBA+ framework as well as the development of organizational policy to better address collective initiatives.
