In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project aims to improve the well-being of women and girls through evidence-based gender-sensitive policy and programming recommendations on sustaining and scaling up innovations for food and nutrition security.

It reviews and learns from the experience of five sub-projects funded under the Canadian International Food Security Research Fund (CIFSRF) Phase 2 project, with special attention to their sustainability and prospects for scaling up, as well as their positive impact on women’s empowerment and gender equality.

Findings are disseminated to stakeholders of the five sub-projects, as well as to policy-makers in Canada, development partners, and governments of low- and middle-income countries. Data is collected through field visits to the CIFSRF sub-projects, interviews with sub-project leaders, and review of secondary material for other projects in the portfolio of the 18 sub-projects funded by CIFSRF.

The International Committee of the Red Cross’ (ICRC) primary mission is to help protect the lives and dignity of people affected by conflict and other situations of violence. The ICRC provides assistance and prevents further suffering by promoting and strengthening international humanitarian law and universal humanitarian principles. The ICRC works with local Red Cross and Red Crescent national society staff and volunteers to implement its protection and assistance programmes worldwide.

With the support of GAC and other donors, the ICRC’s 2019 humanitarian operations aim to provide protection, emergency relief, and other essential services to people affected by armed conflict and other situations of violence, as well as to promote respect for international humanitarian law. This funding supports the ICRC’s activities across the Africa, Asia, and Central America regions. This funding also supports the new pilot initiative launched by the ICRC and the International Federation of Red Cross and Red Crescent Societies (IFRC) aimed Red Cross and Red Crescent society capacity strengthening, prioritizing the most fragile situations where needs are greatest. Project activities include: (1) protecting and assisting people affected by conflict and violence, such as by providing medical care, access to potable water, and restoring livelihoods; (2) ensuring that international humanitarian law is respected in the treatment of civilians not taking part in hostilities, as well as for detainees; and (3) providing Red Cross and Red Crescent National Societies with technical expertise and capacity support to promote international humanitarian law, restore links between lost family members, deliver health services, raise funds for emergency response, and integrate gender equality into operations, among other areas.
