In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Preventing Workplace Sexual Harassment of Vulnerable Populations

This project will support employers and individuals to address and prevent workplace sexual harassment, specifically amongst vulnerable populations including LGBTQ2S+ groups. The project will hold consultations and complete initial research to support the development of tools and strategies to address workplace sexual harassment, including public education programs, workplace training resources, virtual courses, and community activities. Resources developed will be shared with various stakeholders across the province, including employers, employees, unions, community organizations and business organizations.

Providing Information and Education regarding Sexual Harassment in the Workplace

Prince Edward Island Human Rights Commission will increase public awareness and knowledge on sexual harassment in the workplace through the implementation of a public awareness campaign and education for employers and youth. A media/social media campaign directed to employers and employees will be launched across the province. Training will be developed and delivered to employers and will be designed to address prevention, identifying and investigating sexual harassment. Employers will be informed of their obligations and responsibilities and will be encouraged to assume a leadership role in creating and maintaining safe and inclusive workplaces. Additionally, the organization will work with secondary schools to develop resources and education opportunities within schools to prepare them for entering the workforce.

First Nation Youth, Two Spirit LGBTQ and Women Led Legal Resources for Sexual Harassment

The project will develop and disseminate public legal education and information resources for Indigenous communities across Ontario, with a specific focus on First Nations youth, LGBTQ2S+ and women. Communities will be informed of their legal rights and obligations related to sexual harassment in the workplace and community more broadly. The project will be informed and directed by both the Ontario First Nation Young Peoples Council as well as the First Nation Women's Caucus, and disseminate resources at the All Ontario Chiefs Conference.
