In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

While recent experiments have successfully demonstrated the feasibility of error-correction in principle, the hardware overhead seems prohibitive for a commercially relevant machine. In this project, the firm will introduce an alternative pathway to achieve fault-tolerance with superconducting qubits that has the potential to significantly reduce the error-correction overhead.

Development of a Testing and Characterization Capability for an Ultraviolet Multi-Object Spectrograph in the Vacuum Ultra-violet Laboratory at the University of Calgary

The goal of the collaboration is to use an existing vacuum ultra-violet testing facility at the University of Calgary to perform testing and characterization of an ultra-violet detector planned to fly aboard a future Canadian-led space telescope. Upon completion of the detector testing, design and fabrication work done by NRC collaborators will be incorporated to provide significant upgrades to the laboratory before being used to test a new multi-object spectrometer prototype designed to operate at ultra-violet wavelengths
(UVMOS) – a world first. The test facility will be refurbished for initial low-level testing, before upgrades designed with by collaborators. The newly upgraded lab will then perform higher-level testing of the detector before accepting delivery of the full UVMOS testbench. The final laboratory will then be in a position to serve as a national testing facility for ultra-violet imaging detectors with significant application to both academia and industry.
