In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 59-month project will address organizational capacity needs to allow the Barbra Schlifer Commemorative Clinic to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of a sustainable and comprehensive fundraising strategy that will enable the organization to increase their sources of secure, predictable, unrestricted funding. This will allow the Barbra Schlifer Commemorative Clinic to meet the increase in demand for their services, cover administrative costs, and enable their continued leadership in antiviolence advocacy and legal reform initiatives, as Canada’s only gender-based violence legal clinic.

Additional funds approved in 2020 will cover the costs of hiring a support position for the fundraising department.

The 2023 supplemental funding will be used to train staff on Equity, Diversity & Inclusion (EDI), develop a Strategic Planning that integrates considerations of the post-COVID reality, hybrid workplace, and principles of EDI, and update organizational IT and communications policies to reflect a changing hybrid workplace reality.

This 59-month project will address organizational capacity needs to allow the City for All Women Initiative (CAWI) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced by: transitioning CAWI's Steering Committee into an effective not-for-profit Board of Directors, with a focus on strong governance and accountability; developing a sustainable Human Resources strategy that incorporates succession planning and recruitment and retention strategies; developing a sustainable fundraising strategy and establishing a new financial management system; and developing a social enterprise model for the facilitation of trainings in the Ottawa area on the themes of equity and inclusion, allowing for professional development and income generation for female facilitators, while advancing CAWI’s mission of advancing gender equality.

The 2020 supplemental funds will cover costs associated with updating the organizational website, including accessibility text, as well as developing branding and promotional material for the social enterprise.

The 2023 supplemental funding will be used to transition the organization to a distributed leadership model, improve organizational data management, and develop a marketing strategy and formally launch the organization’s social enterprise model.
