In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

P006785001: The project addresses the barriers that often prevent girls and women from attending and staying in school in targeted regions of Nigeria.

The project improves girls' access to education by: providing: (1) 2,500 vouchers targeted to vulnerable adolescent girls to cover school fees; (2) conducting enrolment campaigns; and (3) engaging traditional community and religious leaders on girls’ education.

The project improves the quality of schools by: (1) establishing accelerated learning programs for 5,700 students (2,850 girls; 2,850 boys); (2) training teachers on gender-responsive pedagogy; and (3) supporting school-based management committees and local education authorities to implement action plans to make schools safer and more girl-friendly based on girls’ feedback.

The main beneficiaries are 22,180 girls and 20,920 boys from 10 to 19 years old taught through informal and formal schools; 700 teachers (of which half are women) of both formal and informal schools; 700 traditional and religious leaders; and 120 education government officials.

P006785002: This portion of the larger project works to respond to the coronavirus (COVID-19) pandemic, through developing and disseminating information, education, and communication materials, including SMS and pre-recorded radio messages promoting prevention at the community level. This project also aims to procure radio for girls and vulnerable families to ensure that girls can continue with their remote learning. Previously planned community engagement activities have been revised to sensitize key groups to COVID-19 issues. As well, construction and rehabilitation activities have been modified to include hand-washing stations in formal and informal school locations.
