In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Enabling Advanced Remote Sensing and Navigation Applications from a Commercial PNT Satellite Constellation

The project will demonstrate the benefits enabled by a new generation of commercial position, navigation, and timing (PNT) satellites developed by Xona Space Systems. Ionospheric space weather, especially in the Canadian Arctic, can produce severe degradation of navigation and communications capability over land, sea and air. Xona’s powerful signals coupled with large satellite constellation size will produce an unprecedented quantity of high-quality radionavigation data that can be exploited in the domains of remote sensing and Earth Observation. By incorporating ionospheric data extracted from these new Xona signals, the project aims to improve the current state-of-the-art in real-time ionospheric sensing models.

Satellite-Derived Bathymetry and Shoal Detection for Safer Navigation

With this project, the company will turn its prototype satellite-derived bathymetry into an operational product. Hydrographic survey companies can use maps of water depth to plan their surveys and avoid grounding their vessels in shallow water, engineering firms can use them to plan building of parts and shoreline protection, and shipping companies can use them in addition to official charts to safely navigate poorly charted waters of the Canadian Arctic. The need for information on water depth is growing as sea ice melts and an increasing number of vessels visit and cross Arctic waters each summer and fall.
