In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Project is based on the principle of mobilizing new funds and partnerships to support and engage Canada’s community foundations in an effort to accelerate gender equality at the local level.

This project will advance gender equality in Canada in two main ways: by providing contribution funding to community foundations to fund projects in their communities, and by weaving in gender equality best practices within community foundations.

As such, the Project will directly support action to advance gender equality across Canada by leveraging the broad reach of community foundations. The Project will foster gender equality in Canada and will contribute to removing long-standing barriers to gender equality by catalyzing new investments and partnerships. The Project will provide funding to local women’s organizations through the community foundations for projects to advance gender equality. Community foundations will be encouraged to provide matched funding dollars to the investment already made by WAGE and activate fund development approaches that lean into feminist frameworks and principles.

The Project will also address gender equality at the institutional level. Community foundations will be encouraged to make a public commitment to gender equality, create programming that involves gender equality (e.g. hosting a Vital Conversation on Gender Equality) and review their internal policies and procedures (e.g. hiring practices) to prioritize gender equality.

Key outcomes of the Project will include increased funding to women’s organizations, increased capacity for equality-seeking organizations, and increased action to advance equality between women and men in the economic, social and democratic life of Canada.

The first and second supplemental funding will be used to expand the reach of the project to distribute additional funding to eligible organizations and to further support project activities.

The Community-Led Inclusive Recovery initiative is a sub-component under the Support to Ukraine’s Reforms for Governance project (SURGe, P-006680-001). In response to Russia’s illegal invasion of Ukraine in February 2022, certain project activities were adapted to address new immediate needs and protect previous development gains. Canada’s development partners in Ukraine pivoted project activities to respond to the evolving context in several ways such as providing emergency supplies, equipment and services, and mental health support , transportation and accommodation. The beneficiaries, scope, expected results and geographic location of project activities may have changed from the original description.

The SURGe project aims to improve the quality of life of Ukraine’s citizens, particularly women and girls, through inclusive, citizen-centric and gender-responsive reforms managed by the Government of Ukraine. The project uses a responsive expert deployment mechanism to enhance and strengthen the Government’s reform management.

Under SURGe, the Community-Led Inclusive Recovery component provides technical assistance and support to the government of Ukraine to develop a national approach for community-led recovery initiatives and roll out a national digital planning and monitoring platform. The project deploys technical experts to work directly with Ukrainian municipalities on building inclusive recovery plans aligned with national frameworks and priorities.
