In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Rosa: Canada's Online Platform Addressing Sexual Violence in the Workplace

The project, delivered in collaboration with AfterMeToo, will address sexual harassment in the workplace through the development and launch of a national online interactive platform (named 'Rosa') that would provide plain language content on legislation, reporting options and available supports for individuals who have experienced workplace sexual harassment. The project will specifically target vulnerable and precarious workers, and would partner with community based organizations for outreach and development of the content.

The project will increase knowledge and awareness of the impact of victimization and the needs of victims of crime by educating first responders, front-line workers and criminal justice professionals (such as police, Crowns or victim service providers) around the unique needs of vulnerable victims of crime. This pilot project will also empower university, secondary and post-secondary students, educators, and community members to challenge the culture of sexualized violence and make informed decisions through in-depth learning and education about sexual assault and consent.

The Société de criminologie du Québec will host a pan-Canadian conference on criminal justice. The conference entitled, "100 years of Criminal Justice: Learning from the past, building the future," will bring together 400 professionals to attend sessions presented by experts on topics related to family violence such as Indigenous incarceration, violence against women, intimate partner violence, gender-based violence and elder abuse. Topics covered in this four day conference will increase knowledge and support partnership development among participants.
