About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ebola Crisis in the DRC - Emergency Medical Response - IFRC 2019

August 1, 2018 - A 10th outbreak of the Ebola virus disease was declared in North Kivu and Ituri provinces of the Democratic Republic of Congo (DRC). North Kivu and Ituri are among the most populated provinces in the DRC. These provinces have been experiencing intense insecurity and a worsening humanitarian crisis, and over one million internally displaced people. The continuous movement of refugees to neighbouring countries, including Burundi, Tanzania and Uganda, represents a risk of spreading the outbreak to other provinces and neighbouring countries.
With GAC’s support, the International Federation of the Red Cross and Red Crescent Societies (IFRC) Appeal works to support Red Cross Societies’ staff and volunteers to carry out relief operations focussed on epidemic control through: community-based surveillance and response mechanisms; safe and dignified burials; risk communication; social mobilization and community engagement; infection prevention and control; support to health facilities and communities; and psychosocial support.
The project includes the DRC response, and preparedness activities in Burundi, Rwanda, South Sudan and Uganda. Project activities include: (1) establishing and maintaining infection prevention and control measures in health facilities; (2) providing psychosocial support to Ebola patients and their families; (3) conducting advocacy and community outreach on Ebola prevention, detection and control; and (4) advocating for access by humanitarian personnel to affected and at-risk communities.
