In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Shubenacadie Floodplain Study

Description:

The Shubenacadie Lakes System, which contains over 70 tributary lakes/ponds and having a surface area of approximately 388 square kilometres. The Historic Shubenacadie Canal System links the Halifax Harbour with the Shubenacadie River, and contains 9 locks, only one of which is operational. Halifax Regional Municipality (HRM) is moving forward under Stream 2 of NDMP to enhance flooding mitigation for Nova Scotia's largest municipality. Proposed project is to include rainfall return periods and the impacts of such rainfall on adjacent infrastructure. The project will develop floodplain limits based on current rainfall patterns and will project future floodplain limits based on rainfall patterns projected by climate change models and IPCC AR5 emission scenarios. Further investigation using LiDAR technology would provide accurate results when assessing floodplain delineation. The aim is to measure flows at several key locations within the watershed to capture a range in conditions

Sackville Rivers Mitigation Planning

Description:

HRM recently finalized the flood risk assessment study under NDMP Stream 1. The study assessed flood risk in flood prone areas across HRM selected from over 900 such sites. The study highlighted that significant parts of development within the Municipality were built within large natural watershed systems, and more specifically built within the floodplains of those watersheds. The Sackville Rivers system was identified as the highest priority area for flooding mitigation under the Stream 1 NDMP. Having completed the analysis under both Stream 1 and Stream 2 of NDMP, HRM is in a position to move forward with a mitigation planning study under Stream 3 of NDMP using results of previous studies as the foundation. This study will assess in further detail the engineering feasibility of potential flood remediation measures for this system for the high risk area
