In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

March 2019 - An estimated 7.1 million people across South Sudan are in need of humanitarian assistance and protection across the country as a result of armed conflict, food insecurity, malnutrition, economic decline and disease. Approximately 1.9 million people are internally displaced within South Sudan and almost 2.3 million South Sudanese have sought protection in neighbouring countries. An estimated 6.2 million people are currently severely food insecure, with malnutrition rates over emergency thresholds. Outbreaks of communicable diseases have strained an already overwhelmed health system. Humanitarian access remains restricted in many areas and large numbers of people are accessible only by air drops.

With GAC’s support, Concern Worldwide is providing emergency water, sanitation, hygiene and nutrition assistance for up to 113,366 displaced and conflict-affected people in Unity and Central Equatoria states of South Sudan. Project activities include: (1) rehabilitating and operating 10 boreholes equipped with hand pumps in Rubkona and Guit counties; (2) constructing 32 communal latrines, and 100 handwashing stations in the Bentiu Protection of Civilian site; and (3) delivering outpatient therapeutic programs, targeted supplementary feeding programs and infant and young child feeding services for 14,596 children and 3,574 pregnant and lactating women across all project sites.

Youth Project - Testing Metarhizium micro-granules in managing wireworm infestations in potatoes

Description:

Potato is the largest vegetable crop produced in Canada, with almost 5 million tonnes every year. Wireworms, the larva of the click beetles [Elatiridae] cost farmers an estimated 6 million dollars annually in pest management measures and crop losses. Many insecticides are ineffective and do not have long enough residuals to protect harvestable tubers. Thus, new control measures are being saught. An environmentally-friendly pest control product based on Metarhizium fungus is in development and will be applied either as in-furrow band or spot applications during potato planting to protect harvested tubers from wireworm feeding damage. The efficacy of the Metarhizium will be compared to other pest control products in the laboratoy and field.
