In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening Counterterrorism and Anti-Narcotics Capabilities

This project aims to strengthen the capacity and resilience of the Jordanian military and police to protect the stability of Jordan from threats of terrorism and transnational crime. The project focuses on increasing the surveillance, analysis and investigative skills of police officers to identify and arrest suspected drug traffickers. The project further supports the development of women’s skills in the Jordanian Special Operations Forces to support analysis and planning for counter terrorism operations. Project activities include: (1) Provision of technical advice and mentoring for senior managers on countering transnational drug trafficking. (2) Supplying surveillance and investigative equipment and training to counter drug trafficking. (3) Provision of advice and mentoring on the integration of women soldiers as senior managers in the Jordanian Special Operations Forces (JORSOF). (4) Training on intelligence analysis for women in JORSOF.

An open-source radiation-tolerant microcontroller with advanced FinFET technology for future space mission control and on-board data processing

The proposed project will develop and validate a second-generation radiation-hardened RISC-V microcontroller for aircraft mission control and on-board data processing. The microcontroller proposed in this project will build on previous work for the first-generation RISC-V microcontroller and will enhance computing capability and include a more advanced 12nm Fin Field-Effect Transistor (FinFET) technology node to achieve high-speed and low-power performance. This will be the one of the first attempts in Canada to design a 32-bit radiation-hardened RISC-V microcontroller using advanced FinFET transistor technology. The project will not only develop core enabling technologies for the Canadian space industry but will also train students through hands-on experience.
