Funding will support research, including a two day symposium, as well as publications, on lessons learned of the
war in Ukraine and how these findings could further inform Canada's future defence policy, for instance in its
relation to other major powers such as China.

Toronto Centre provides intensive assistance globally, focusing on Sub-Saharan Africa, the Indo-Pacific, and special assistance to Ukraine.

For the project’s duration, Toronto Centre’s priorities, as integrated into their core capacity development programs, include: (1) advancing financial inclusion and gender equality; (2) strengthening capacity to manage climate change and biodiversity loss-related risks in financial systems; and (3) accelerating financial sector support for food security amid geopolitical risks.

This project aims to reduce harm to civilians in conflict-affected areas in Ukraine through strengthened community preparedness to immediate and future threats resulting from military operations.

June 6, 2023 - Explosions at the Kakhovka dam destroyed the hydroelectric structure and caused large-scale flooding along the lower Dnipro River due to the water release from the Kakhovka reservoir. This has left 40,000 people affected by flooding requiring essential sanitation and hygiene services, and lack of access to water by 700,000 people dependent on the Kakhovka reservoir.

The International Organization for Migration (IOM) is responding to urgent humanitarian needs in flood-affected areas over the next six months. With GAC’s support, IOM provides targeted water, sanitation and hygiene (WASH) , non-food items and shelter interventions to people affected by the destruction of the Kakhovka dam, including those internally displaced by flooding. Project activities include: (1) providing emergency WASH support and services, including water trucking; (2) providing emergency shelter assistance; (3) distributing non-food relief items; and (4) supporting non-food items procurement for local partners through the scaling up of the Common Pipeline programme.

UNICEF has launched emergency response activities in Khersonska, Mykolaivska, and Dnipropetrovska oblasts in flood-affected and frontline areas for a year. With GAC’s support, UNICEF will reach 500,000 people affected by the destruction of the Kakhovka dam. Project activities include: (1) providing emergency water trucking; (2) providing water, sanitation and hygiene (WASH) supplies such as bottled water, hygiene kits, water tanks and water purification consumables; (3) conducting small-scale, emergency rehabilitation of WASH infrastructure; (4) providing child protection services; and (5) providing mental health and psychosocial support services.

Building Ukraine Together focuses on increasing stability and strengthening social cohesion in Ukrainian society. Project activities include: (1) empowering youth to participate in public life and organizing socially significant initiatives to improve their lives and the life of the community; (2) building capacity of youth in recognizing and tolerating socio-cultural, political, and economic diversity of Ukraine; and (3) developing volunteering in communities in a more widespread and large-scale manner.

This project focuses on the lessons to be learned from the war in Ukraine, not on the battlefield, but on what some see as the true weakness of the Ukrainians, namely the western societies constituting the “back”, with a focus on combatting the negative effects of politicization of defence issues and disinformation.
