In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 19-month systemic change project, the Conseil d’intervention pour l’accès des femmes au travail du Québec Inc. will scale the project “Reducing systemic discrimination against women by promoting female-dominated trades” to advance women’s economic security and prosperity. They will scale the project by expanding its scope to all of Québec and by addressing a new women-dominated job sector. The project will address various issues: workplace harassment and violence, work-life balance problems, strained work relationships and poor union representation, and occupational health and safety. To do this, the project will promote a better understanding of the barriers that women experience in a targeted job sector, continue collaborations with current and future partners to make a meaningful difference in women’s working conditions, and broaden the scope of the recommendations for change through a visit to various key players.

Multiple Mobilities: An Inclusive Perspective on Sustainable Mobility

Through this 32-month project, Accès transports viables will help advance women’s economic security and prosperity as well as their access to leadership and decision-making roles through systemic change. More specifically, the project will address systemic barriers in the fields of land-use planning and mobility by collecting data on mobility deficits and barriers facing the most vulnerable women and other people; sharing these data with stakeholders, including through meetings and a new professional network on inclusive mobility; improving the capacity of players in sustainable mobility to deploy suitable services and inclusive practices through establishing an innovation lab that brings together professionals in the field; and building the most vulnerable women’s and other people’s capacity to engage in civic participation and influence the sustainable mobility sector through the creation of a training and support program as well as a community of practice. An external evaluation will measure and assess the impact of this project on systemic change.
