In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This will be achieved by (1) engaging with the key populations in the relevant school boards to understand challenges faced by impacted parties, barriers to buy-in from decision-makers, and potential strategies for positive change, (2) developing and testing toolkits that build capacity to address discrimination against TNB youth in schools, and (3) evaluating the project and then sharing the results, recommendations and toolkit with school partners, contributors and community hubs.

Through this 30-month project, Timmins & Area Women in Crisis will help advance women's economic security and prosperity through systemic change. Specifically, the project will address systemic barriers that women, including those who identify as members of the 2SLGBTQIA+ community, face in securing meaningful employment in male-dominated fields of non-profit leadership, the natural resource sector and the skilled trades. The project will include the completion of a regional needs assessment, the development of tools to address barriers to meaningful employment for women, and advocacy engagement with employers and institutions within the male-dominated sectors. The project will also include the development of a plan for an Empowerment Hub to provide a safe place to support activities that will lead to systemic change for women. An external evaluator will measure and assess the impact of the systemic change project.
