In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Recipient agrees to provide justice related professionals and para-professionals from community partners with a number of workshops, namely: three interactive workshops for up to 30 community members to increase their knowledge of Indigenous cultural and spiritual practices, a four-day Fetal Alcohol Spectrum Disorder (FASD) awareness workshop for up to 36 participants to increase professional caregivers' ability to support Indigenous clients, and three one-hour lunch orientation sessions to cultural practices and ceremony to approximately 10 court professional each to increase knowledge of cultural practices and the important of healing plans attached to court orders. The project will therefore increase cultural competency in the community by providing information and awareness related to Indigenous culture, traditions and practices.

The Recipient agrees to provide a three-day train-the-trainer workshop to a maximum of fifteen participants, who have taken the Peacemaking Circle training, to be able to train others on facilitating peacemaking circles. Workshop participants will be representatives from the seven communities the Recipient serves, working partners in Williams Lake and other First Nation communities. The project will enable members to incorporate restorative practices in their own communities and will result in more peacemaking circle facilitators, thus increasing the capacity of the communities to settle conflict among their own members.

The organization is requesting funding to deliver its court-based programs and enhance the capacity of the corresponding Free Legal Advice Hotline. Through developing recruitment, training and knowledge resources for volunteers as well as programming new document assembly tools, the organization will make its programs more efficient and further leverage and amplify the impact of its pro bono lawyers. The organization will also develop a sustainability plan to meet the growing demand for its service and ensure greater access to the justice system in Ontario.
