In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

P007431001: March 2019 - Yemen is currently the world’s largest humanitarian crisis, with 24.1 million people in need of humanitarian assistance, including 14.3 million that require immediate life-saving assistance. The conflict and collapsing economy has pushed nearly 10 million people to the brink of famine, and a total of 4.3 million people have been displaced over the last four years. Yemen is also facing one of the worst cholera epidemics in recorded history, as well as a diphtheria outbreak, the scale of which is compounded by the dire state of water, sanitation and hygiene infrastructure and health services. Nearly half of the health facilities have been destroyed or are only partially functioning, stocks of medical supplies are low, and many health professionals are working for free or receiving substantially reduced wages. Women and girls are disproportionately affected by the lack of access to essential services and face an increased risk of sexual and gender-based violence due to the crisis.

With GAC’s support, Save the Children Canada is providing emergency water, sanitation and hygiene, health and nutrition assistance to up to 156,957 conflict-affected people in Taiz, one of the most affected governorates in Yemen located on the frontline of the conflict. Project activities include: (1) rehabilitating water and sanitation facilities; (2) screening and treatment of acute malnutrition cases; (3) providing sexual and reproductive health services; and (4) providing essential medicines.

The project aims to improve the quality of education for children, especially girls, enrolled in the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) primary schools in the West Bank and Gaza. Project activities include: (1) training primary school teachers in gender-responsive, child centered play-based teaching methods; (2) training counsellors and physical education teachers in play-based methods to deliver psychosocial support and life skills/leadership activities; (3) training school principals and education officials on gender equality, child protection policies and principles, and services for students and families victims of abuse; and (4) rehabilitating school facilities to be more gender-responsive. This project aims to improve comprehensive sexual and reproductive health and rights (SRHR) for women and adolescent girls in El Salvador, Guatemala, Nicaragua, Nigeria and Zambia. The project also seeks to strengthen social and political support for, and improve access to, high quality, safe and legal abortion and contraceptive services for women and adolescent girls. The World Health Organization (WHO) works with countries and partners to prepare for, prevent, respond to and recover from hazards that create health emergencies, including disasters, disease outbreaks and conflicts. March 2019 - More than 3.3 million people have fled Venezuela since 2015, many of them currently residing in neighbouring countries such as Colombia, Ecuador and Peru. In addition to hosting more than one million Venezuelans, Colombia continues to suffer from the effects of long-standing violence and armed conflict between armed groups and criminal gangs. Crises-affected people, including host communities, need basic health care, food and nutritional assistance, protection services, shelter and clean water.

With the support of Global Affairs Canada, Médecins du Monde is helping to improve the health of up to 37,300 people affected by the Venezuelan crisis in the department of Nariño in Colombia. Project activities include: (1) providing sexual and reproductive health services to approximately 2,000 vulnerable women and adolescent girls; (2) providing medical, mental health and psychosocial counselling to approximately 5,000 people affected by the crisis; (3) training health personnel on health care for the migrant population; and (4) training community organizations and Venezuelan associations on the right to health, gender equality, prevention of violence and sexual exploitation.

This grant represents Canada's institutional support to the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) Institute for Statistics (UIS), one of nine specialized institutes of UNESCO, created in 1999 and based in Montréal, Québec.

The Institute’s mandate is to develop and make available to the international community consistent, accurate and relevant data to guide its decisions in a growing political, economic and social environment which is continuously changing and more complex. The UIS is the source of education statistics, and serves UNESCO Member States, the United Nations system, a range of intergovernmental and non-governmental organizations, research institutes and universities. The UIS has working relationships with over 70 countries and serves as the custodian and monitor of internationally comparable data in 200 countries that are surveyed annually for literacy statistics.
Since its creation, the UIS has become a reliable and indispensable source for countries wishing to improve the measurement of critical issues, such as learning outcomes, gender equality in education, and financing for primary and secondary education. In order to achieve the objectives of the United Nations’ Sustainable Development Goal 4 – Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all (SDG4) – it is essential to have a clear strategy which includes having up-to-date and reliable data.
