In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ethiopia - Humanitarian Assistance for South Sudanese Refugees - Doctors Without Borders 2018

March 2018 – Ethiopia hosts the second largest number of refugees in Africa, nearly one million people. Approximatelyy 40% of these are from South Sudan and now live in the remote Gambella region of western Ethiopia. Although safe from the conflict and insecurity that forced them to flee, many refugees are still suffering from their effects, including acute malnutrition and trauma related to violence. With limited local options for self-sustainability and little chance of returning home in the near future, most refugee households remain reliant on ongoing international assistance to meet their basic needs.
With GAC’s support, Doctors Without Borders Canada is providing support for much-needed healthcare, including sexual and reproductive health, for an estimated 800,000 South Sudanese refugees and host communities in the Gambella region of Ethiopia.

With GAC’s support, the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) emergency response in Syria and Lebanon is contributing to meet the needs of Palestinian refugees. Project activities include: (1) providing emergency assistance, including food, healthcare, water and protection services to meet the basic needs of up to 418,000 Palestinian refugees in Syria and up to 34,000 Palestinian refugees in Lebanon; and (2) supporting up to 48,100 Palestinian refugee children in Syria and up to 5,482 in Lebanon in continuing their school education.

Project activities include: (1) providing emergency assistance, including food, healthcare, water and protection services to meet the basic needs of up to 438,000 Palestinian refugees in Syria and up to 27,700 Palestinian refugees in Lebanon; and (2) supporting up to 51,000 Palestinian refugee children in Syria and up to 4,812 in Lebanon in continuing their school education.

Agreement Respecting Criminal Legal Aid and Immigration and Refugee Legal Aid

Five-year cost-shared agreement between Canada and the Province of Newfoundland and Labrador for the delivery of criminal, and immigration and refugee legal aid. Newfoundland and Labrador's five-year allocation for criminal legal aid will be $11,842,399. Newfoundland and Labrador will also receive a portion of the $62,900,000 five-year federal allocation for immigration and refugee legal aid, which will be calculated on an annual basis.
