In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building the capacity of Uzima to address gender equality needs of Black women in Toronto

Through this 24-month project, Uzima Women Relief Group International will build its capacity to advance gender equality for Black women in Toronto. It will address the need to ensure long-term financial health by strengthening financial management structures and skills, improving financial and activity reporting and increasing fundraising capacity. The project will include (1) the creation of a 3-year financial plan for the organization as well as (2) the creation of tools, resources, and processes to improve financial and activity reporting through training, workshops, seminars, in addition to (3) the development of a repository of project fundraising resources and the organization of two strategic retreats to improve and strengthen financial sustainability.
With the Supplemental funds and extension provided in early 2026, Uzima Women Relief Group International will 1) improve gender responsive practice by completing an internal application plan; 2) build advocacy readiness by drafting an advocacy strategy framework and creating internal advocacy guidelines; 3) expand research and evaluation capacity by producing a comprehensive needs assessment report; 4) strengthen partnerships by developing a partnership engagement strategy; and 5) enhance digital systems by producing internal digital use guidelines and optimizing project tracking tools. Through this they will further advance Gender Equality.
