In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project seeks to improve the understanding and implementation of Sexual and Reproductive Health Rights (SRHR) of adolescent girls and young women (AGYW), particularly among Venezuelan migrants and refugees. The project aims to increase the protection of sexual and reproductive health and rights of adolescent girls and young women (AGYW), in all their diversity, in Colombia, Ecuador and Peru. Project activities include: (1) training on prevention of sexual and gender-based violence (SGBV) for adolescent girls and boys, SRHR, gender-transformative life skills and transformative masculinities; (2) training frontline protection and health service providers in gender-and adolescent-responsive and inclusive protection and SRHR service provision; (3) providing equipment and supplies for SRHR service providers, including menstrual health needs; (4) implementing a communications strategy to challenge negative gender norms, promote AGYW`s rights, the role of men and boys as allies, and the prevention of xenophobia; and (5) strengthening the capacity of local organizations, particularly women’s rights organizations, youth-led organizations and migrants rights organizations through virtual learning and multi-country exchange sessions for project staff and key actors.

The project aims to reach 122, 619 beneficiaries (65% women) aged 10 to 29. It directly benefits frontline protection and healthcare staff, community leaders, parents, caregivers, and partners. It also supports women’s rights organizations, youth-led organizations, migrant and refugee organizations and healthcare and protection facilities in Colombia, Ecuador, and Peru.
