In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This projects aims to empower local, national and regional civil society actors to address injustice against LGBTQ2AI people. This approach involves using the law to increase the ability of LGBTQ2AI persons to assert their rights and regain control over their lives. This will be achieved through interrelated individual and collective empowerment approaches that promote: 1) improved ownership of human rights by individuals and organizations from the LGBTQ2IA community, through outreach and training; 2) strengthened legal aid and legal aid services to facilitate access to the courts by victims of human rights violations at the local, national and regional level; 3) support for strategic litigation of landmark human rights cases; and, 4) strategic advocacy support to foster structural, cultural and systemic change.

Access to justice and healthcare assistance for men survivors of CRSV in Ukraine

This project aims to promote the rights of men survivors of conflict-related sexual violence in Ukraine to survivor-centred and gender-sensitive justice and healthcare. Project activities include: (1) creating guidance documents on the impacts of conflict-related sexual violence on men survivors and on legal and policy barriers relating to access to justice and healthcare; (2) providing analysis of emblematic cases of conflict-related sexual violence against men and boys in Ukraine for international justice mechanisms; (3) conducting capacity strengthening workshops for a network of men survivors; (4) creating guidance for the network of men survivors on access to justice and healthcare in Ukraine; and (5) creating referral pathways and providing mental health and psychological support services to the members of the network of male survivors.
