Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Feasibility study on active mobility around the Pays-d’en-Haut sports centre
The feasibility study is the next step following a major environmental scan conducted around the sports centre in 2019. The sports centre is scheduled to open in the summer of 2022; it is nearing completion. It will provide the 47,105 residents of Pays-d’en-Haut MRC with high-quality sports facilities (arena, pool, badminton court, volleyball court, soccer field, etc.). We would like people to use active transportation to get to the sports centre: walking or biking to the centre via a safe route seems entirely consistent with its planned uses. Currently, the road to the centre is not considered active transportation-friendly, and most people get to the centre by vehicle on the provincial highway. The feasibility study will provide a detailed exploration of solutions that take into account the road and terrain constraints in the area. In addition, the feasibility study is a tool for making the configuration and materials decisions required to estimate our project’s costs. The study will culminate in the selection of a solution leading to a capital project, to be undertaken at the same time as the reconfiguration of the Highway 117/Highway 15 interchange by the MTQ. Note that the Town of Sainte-Adèle is currently planning to build a sidewalk to École secondaire A-N Morin, but it will not connect to the sports centre. For all these reasons, the MRC wants to engage the services of a firm to plan the connection from the sports centre to the P’tit Train du Nord trail (234 km from Green Route 2), an active mobility link connecting two major sports infrastructures.

Gingolx Breakwater Construction
The project seeks to reduce the risk of future storm events and sea level rise to the Gingolx harbour through new construction, rehabilitation and expansion of a breakwater. The new and upgraded infrastructure will also be designed and built to mitigate current and future impacts of climate change. Once complete, the project is expected to provide increased protection to Indigenous and commercial fishing fleets, the main resource for the livelihood of this community.
