In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Emergency Appeals - World Health Organization 2018

The World Health Organization (WHO) works with countries and partners to prepare for, prevent, respond to and recover from hazards that create health emergencies, including disasters, disease outbreaks (including Ebola) and conflicts. During health emergencies, WHO also leads and coordinates the international health response to contain disease outbreaks and provide effective relief and recovery to affected populations.
With the support of GAC and other donors, WHO’s emergency operations aim to rapidly assess the threat of infectious disease outbreaks and initiate urgent activities to prevent and reduce morbidity and mortality caused by infectious disease outbreaks, and to prevent escalation of outbreaks. Project activities include: (1) deploying experts to rapidly assess outbreak threat; (2) delivering essential medicines, supplies and equipment; (3) training health personnel; (4) coordinating and implementing vaccination campaigns; and (5) strengthening health sector coordination and health information systems.

Support to the Contingency Fund for Emergencies - World Health Organization 2018

The Contingency Fund for Emergencies of the World Health Organization (WHO) is a replenishable fund established to provide the resources necessary to rapidly scale up WHO’s initial response to outbreaks and emergencies with health consequences. The Fund is designed to fill critical funding gaps from the beginning of an emergency until the organization can access additional sources of funds.
The support of GAC and other donors to the Contingency Fund for Emergencies helps WHO react early to prevent escalation of outbreaks. Project activities include: (1) deploying experts to rapidly assess the threat of different outbreaks; and (2) initiating urgent activities to prevent the spread of outbreaks, such as the delivery of vital health supplies, the training of community health workers, and the implementation of vaccination campaign.
