In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The team will develop and refine advanced methods for astromaterials curation, which is the preservation of the intrinsic properties of samples through the use of materials, tools, and enclosures. This project will help extend Canada's leadership in cold curation.

This project aims advance the detection and characterization of extrasolar planets and their atmospheres by observing and studying the host stars and brown dwarfs that are most amenable to discovering potentially habitable planets. The results of the project will leverage Canada's contribution to the James Webb Space Telescope by furnishing some of the best targets for the study of exoplanetary habitability.

Enhancing the Effectiveness of Iraq’s Action Plan on Women, Peace and Security

Iraq was the first country in the Middle East to adopt a National Action Plan on Women, Peace and Security. The expiration of the existing plan is happening in a period of significant transition, given the military defeat of Daesh and the formation of a new national government. It is in this context that this project aims to assess current opportunities for enhancing the effectiveness of Iraq’s next National Action Plan. Project activities include: (1) conducting an assessment of the current environment, including the level of receptivity and commitment among key stakeholders; (2) identifying key points of entry, including within government ministries and civil society; (3) providing materials and tools to key stakeholders in support of the drafting process; and (4) developing recommendations on next steps.
