In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Canada-ASEAN Scholarships and Educational Exchanges for Development Program

The project aims to channel the creativity and the productivity of a new generation of students and young professionals, especially women, to contribute to poverty reduction and inclusive growth within the Association of Southeast Asian Nations (ASEAN) region. More specifically, it seeks to deepen the knowledge and develop practical skills of students or mid-level professionals from the ASEAN region in areas of study that contribute to the implementation of the 2030 Agenda for Sustainable Development.
Project activities include: (1) the provision of short-term (up to 8 months) scholarships for study/research for ASEAN students in Canadian post-secondary academic institutions in areas of study that are aligned with the Sustainable Development Goals; (2) the creation of institutional agreements between Canadian and ASEAN post-secondary academic institutions; (3) the provision of short-term scholarships for ASEAN mid-career professionals working in sectors that contribute to the implementation of the 2030 Agenda for Sustainable Development to enhance their knowledge and skills in their area of work; and (4) the creation of an alumni network.

Through contribution agreements, the CFLI provides financial assistance to cover all or part of the costs of relatively modest projects conceived, designed and implemented mainly by local authorities, institutions or organizations. The program aims to assist in the advocacy of Canada’s values and interests, and to strengthen Canada’s bilateral relations with foreign countries and their civil societies. The CFLI also seeks to provide humanitarian assistance in the immediate aftermath of natural disasters and emergencies.

Radioprotectors are needed to protect astronauts from detrimental effects of space radiation. Melanin is known to protect fungi and other organisms from high doses of ionizing radiation. Thus, melanin-based radioprotectors could help solve the problem of radioprotection in space.
This project will investigate the protective anti-carcinogenesis effects of melanin-containing black mushrooms when ingested, study its effect on preventing colon cancer, and evaluate the radioprotective effects on melanin-containing materials on the central nervous system. This research could also have benefits on Earth, since radioprotectors are also needed for protection of cancer patients undergoing radiation therapy.

This project will use volcanic terrains on Earth as analogue sites for the future exploration of Mars. This project aims to determine the roughness of lava flows using radar remote sensing data, to compare the roughness of the lava flows as observed in the field to remote sensing data, and to understand the rheological rationale for the observed lava flow texture. It will allow the scientific community to have a deeper understanding of volcanism on Mars.
