March 2019 – Cameroon is experiencing three distinct humanitarian crises in 2019: (i) violence in northeastern Nigeria, cross-border raids and suicide attacks have caused massive displacements in the Far North region; (ii) conflict and insecurity in the Central African Republic continue to cause an influx of refugees east of the country; (iii) social tensions in the North-West and South-West – the “Anglophone regions” – have led to armed conflict between non-governmental armed groups and national security forces, leading to massive internal displacement. The country is vulnerable to food insecurity, malnutrition, and lack of access to adequate basic social services.

With GAC’s support, the Norwegian Refugee Council (NRC) is helping to assist up to 15,000 conflict-affected people in the North-West and South-West. Project activities include: (1) providing adequate shelter and essential basic items to 2,500 vulnerable households; (2) distributing dignity kits for women and girls, which contain items required to maintain feminine hygiene, dignity and respect in their daily lives, benefiting up to 3,000 women and girls; (3) constructing or rehabilitating household emergency latrines, benefiting up to 2,000 people; and (4) building the capacity of local NGOs to address gender and protection, and their understanding of humanitarian and “Do No Harm” principles.

The International Committee of the Red Cross’ (ICRC) primary mission is to help protect the lives and dignity of people affected by conflict and other situations of violence. The ICRC provides assistance and prevents further suffering by promoting and strengthening international humanitarian law and universal humanitarian principles.

With the support of GAC and other donors, the ICRC’s humanitarian operations aim to provide protection, emergency relief, and other essential services to people affected by armed conflict and other situations of violence, as well as to promote respect for international humanitarian law. Project activities include: (1) providing medical care, access to water and sanitation facilities, food assistance and livelihoods support; (2) providing Red Cross/Red Crescent National Societies with technical expertise to strengthen their capacity in areas such as promoting international humanitarian law, restoring family links, and delivering relief in situations of armed conflict and violence; and (3) ensuring that international humanitarian law is respected in the treatment of civilians not taking part in hostilities, as well as for detainees.

P006454001 & P006454002: One of the biggest challenges to the timely delivery of humanitarian assistance is the ability to rapidly deploy experienced humanitarian experts in the aftermath of a disaster. To address this challenge, and to enhance the timeliness, reliability and effectiveness of international humanitarian responses to crises, CANADEM maintains a roster of highly qualified disaster relief and humanitarian experts. These experts can be deployed for short term missions in response to sudden onset emergencies, at the request of United Nations humanitarian agencies.

With GAC's support, CANADEM is managing the deployment of humanitarian experts in response to sudden onset crises abroad. Activities focus on: (1) managing and expanding the humanitarian experts roster, including through ongoing recruitment and skills development of humanitarian experts; and (2) facilitating the short-term deployment of humanitarian experts to UN humanitarian agencies following sudden onset crises, including in the areas of needs assessment and coordination, child protection, water and sanitation, health and nutrition, and information management.

March 2019 - Following the outbreak of violence in Northern Rakhine State in August 2017, more than 735,000 Rohingya crossed from Myanmar into Bangladesh over a period of several months. These refugees joined an estimated 200,000 to 300,000 Rohingya refugees already in Bangladesh following earlier waves of displacement. The majority of the refugees are women and children. The protection and assistance needs are high, and many groups with increased vulnerabilities, including women and girls, face significant challenges in accessing assistance, services and information.

Through humanitarian partners providing assistance, the project aims to mainstream gender equality in the delivery of humanitarian action and empower women and girls in the context of the humanitarian response to the Rohingya Refugee Crisis in Cox’s Bazar, Bangladesh. The project also seeks to promote changes in attitudes and behaviours to support Rohingya women and girls.

With the support of GAC, and in coordination with the United Nations Gender Hub in Cox’s Bazar, the United Nations High Commissioner for Refugees (UNHCR) is working to enhance the capacity of implementing partners in the Rohingya Refugee Response on gender equality and the empowerment of women and girls. UNHCR is also promoting changes in attitudes and behaviour to support women and girls amongst implementing partners and within the local refugee community.

Project activities include: (1) training on gender equality and gender mainstreaming in a refugee crisis response for humanitarian implementing partners; (2) training sessions for community-based groups and camp committees on gender equality; (3) mentorship programs for camp committee leaders; and (4) gender equality and empowerment awareness activities for implementing partners and for refugee community volunteers, including for men and boys.

The project supports the nationally driven peace process in Mozambique through a basket fund managed by the Swiss Government. The main activities focus on demobilization, disarmament and reintegration (DDR) in selected provinces.

The project aims to contribute to a peaceful settlement of the conflict between the Frente de Libertaçao de Moçambique (FRELIMO) and the Resistência Nacional Moçambicana (RENAMO), thus contributing to an enabling environment for inclusive development and sustainable poverty reduction.

Payments for development assistance to Canadian non-government organizations

This project seeks to support the development of more robust humanitarian financial data in order to effectively improve the sufficiency and efficiency of assistance provided by humanitarian organizations in the context of the Syria Crisis. This project represents the first phase of a two-phase project. This project focuses on the Syria Crisis, and aims to establish an evidence base on the types, forms, and amounts spent of predictable and flexible humanitarian funding, and further develop an understanding on the needs of, and resources for, vulnerable populations, especially women and girls in the context of the Syria Crisis.

Project activities include: (1) developing analyses to further better understand the issues with using and collecting data on multi-year funding; (2) carrying out additional analyses to provide better data on crisis-affected populations separated by gender and age; and (3) mapping resources dedicated to addressing gender-based violence programs, focusing on the Syria Crisis.
