About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening Assessment and Coordination of Humanitarian Response - OCHA/UNDAC 2019-2022

This project aims to support the United Nations Disaster Assistance and Coordination (UNDAC) emergency system in providing timely and reliable humanitarian needs assessments and coordination support to the international community and affected countries following humanitarian crises. UNDAC is managed by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and consists of more than 220 national emergency experts from more than 80 countries. It is designed to help meet the needs for early information during the first phase of a sudden-onset emergency, as well as to support the coordination of incoming international humanitarian assistance at a national level or at the site of the emergency. The UNDAC system is capable of deploying emergency response teams within 24 to 48 hours, anywhere in the world.
Project activities include: (1) conducting training and capacity development for emergency response team members; and (2) managing the deployment of Canadian and developing-country delegates as part of emergency response teams.

This project aims to create sustainable livelihood alternatives to illicit coca production by increasing the incomes of women and men smallholder farmers of cacao. It seeks to help 5,000 families expand new areas of climate resilient cacao crops as a substitute for illicit coca and become “agropreneurs” or entrepreneurs who use agriculture to build a business.Project activities include: (1) providing technical assistance to participating families to improve productivity and increase the quality of cacao crops; (2) providing training to cacao smallholders and cacao cooperatives to increase women empowerment and access to resources; and (3) establishing measures and policies improving the management and performances of cacao cooperatives. The project actively promotes women's empowerment and their participation in the cacao production by helping them access land titles, addressing gender violence and building their leadership skills.

Humanitarian Water, Sanitation and Hygiene Response in Gaza - Save the Children Canada 2019

January 2019 - Palestinians face a long-term humanitarian crisis, with approximately 1 in 2 Palestinians in the West Bank and Gaza requiring some form of humanitarian assistance. The impacts on vulnerable Palestinians include limited access to safe water and sanitation, persistent food and income insecurity, and the risk of sexual and gender-based violence.
With GAC’s support, Save the Children Canada is helping to respond to the deterioration of water, sanitation and hygiene (WASH) services in Gaza by improving household water supply. Project activities include: (1) procuring and installing 1,000 polyethylene water tanks in 1,000 households; (2) distributing reverse osmosis filters to 50 of the most vulnerable households; (3) providing three municipal water wells with solar energy pumps; (4) providing technical assistance to municipalities on providing WASH services; (5) conducting 50 hygiene promotion sessions, including on menstrual hygiene management; and (6) distributing 1,500 hygiene kits with special consideration for the hygiene needs of women and girls.

With GAC’s support, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) works with local and international relief organizations and agencies to facilitate the coordination of effective and principled humanitarian action and advocacy to help alleviate human suffering and promote the rights of people in need.
Project activities include: (1) enhancing situational awareness of humanitarian stakeholders through preparing reports, briefings, maps, fact sheets, tours, and analyses, including gender-specific needs and vulnerabilities; (2) planning and monitoring humanitarian responses, including conducting analyses of vulnerability to best prioritize needs and better integrating gender mainstreaming and community engagement into the response structure; (3) strengthening the coordination mechanisms to ensure effective and coherent delivery of humanitarian assistance and encourage the participation of local non-governmental organizations and women’s groups; (4) coordinating and managing the Humanitarian Programming Cycle, including planning, monitoring, and improved gender mainstreaming; (5) continuing to advocate for humanitarian access and space, and protection from harm; and (6) supporting emergency preparedness and response planning efforts.

Support to Jordan Health Fund for Refugees

The Jordan Health Fund for Refugees supports Jordan’s Ministry of Health in ensuring better health outcomes for hundreds of thousands of Syrian refugees, particularly women and girls. Along with other donors, Canada's contribution offsets the additional costs of providing health services to Syrians through Jordan’s public health system. Project activities include: (1) provision of primary and secondary health care services in Ministry of Health facilities and; (2) procurement of medicines, medical solutions, consumables and supplies. This multi-donor initiative is expected to benefit more than 670,000 registered Syrian refugees in Jordan.
As with all pooled fund projects, Canada is working in close cooperation with other donors and the Government of Jordan to promote effective, transparent, and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. This kind of assistance also fosters greater policy dialogue among donors, government, and partners, which helps to strengthen efforts for effective, focussed aid, and long-term development results. This project is continuously monitored and evaluated in coordination with other donors.

My Voice, My Health: Improving the Sexual and Reproductive Health of Adolescents in Senegal

The project seeks to improve the accessibility, quality and use of sexual and reproductive health services for adolescent girls and boys in the Kédougou region of Senegal. Sexual and reproductive health and rights (SRHR) education is central to this project’s approach in order to provide young people, especially young girls, with the tools they need to protect themselves against sexual and sexist violence, including female genital mutilation. Project activities include the following: (1) carrying out activities to raise public awareness among parents, local elected officials, and traditional and religious leaders; (2) carrying out community information activities and targeted training activities for adolescent girls and boys in the communities and schools; (3) conducting advocacy campaigns aimed at government bodies, with the support of civil society organizations.
The anticipated number of direct beneficiaries is 30,000 adolescents aged 10 to 19 years (50 percent of them girls), and the number of indirect beneficiaries is 75,000 (50 percent of them women and girls).
To implement this initiative, two organizations—Crossroads International and ActionAid International Senegal—along with two local partners—the Association pour la Promotion de la Femme Sénégalaise (APROFES) and the Coalition Nationale des Associations et ONG en Faveur de l’Enfant (CONAFE)—will use their extensive experience in the area of protecting women’s and girls’ rights in Senegal and reducing gender-based violence and sexual and sexist violence.
