In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Signal for Help: Ramp-Up Impact Project

This 24-month project will develop an enhanced community and workplace experience for the Signal for Help Responders learning journey and increase the reach of the initiative to better respond to survivors.
To do this, the organization will secure partnerships with new and established partners and secure an external evaluator to determine methodologies for tracking and evaluation. They will work collaboratively with partners and the evaluator to analyze the evaluation data, share promising practices, and adapt and optimize the learning material's content.
They will develop tailored bystander intervention tools in partnership with workplaces and communities to help bystanders better respond to survivors, and train volunteers to coach them to launch peer violence prevention projects.
10-15 gender diverse artists, content creators and gender justice advocates will share knowledge and promising practices to strengthen culture change efforts and end the normalization of
gendered violence. CWF will also undertake knowledge exchange activities with national reach to transform cultures of stigma to cultures of support for survivors.
Finally, CWF will share lessons from the scale up of the project by distributing the evaluation learnings across national and international partners to contribute to the culture change.

Enhancing the Capacity of Gender-Based Violence Organizations to Respond to and Recover from COVID-19

It will also enable SACs and GBV service organizations to maintain operations both during and after the pandemic and continue to serve the needs of women, girls, LGBTQ22SLGBTQQIA+, and gender non-binary people experiencing violence to advance gender equality in Canada. Canadian Women’s Foundation (CWF) will engage and consult with key stakeholders in order to implement a fair, transparent, and efficient process to distribute funding to SACs and GBV service organizations across Canada, outside of Quebec.

This 60-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change among young women and girls in Canada. Organizational capacity will be enhanced through the following activities: developing and implementing a strategic plan, improving human resource policies and processes, strengthening organizational and governance capacity, and developing and renewing memberships and partnerships within the donor community to ensure organizational sustainability in the longer term.
The supplemental funding will be used to develop and strengthen the organization’s fundraising capacity and to develop an action plan based on the assessment of strengths and challenges regarding organizational culture and current staff and board relationships.
