In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening Capacity-Building and Knowledge Sharing of Small and Medium Organizations

This project aims to enhance the contribution of 300 Canadian small and medium organizations (SMOs) to Canada’s international development efforts. This is done by increasing their effectiveness to deliver sustainable development results, collaboration among each other and engagement of Canadians, especially youth, as global citizens. Project activities include: (1) providing learning opportunities in project management to achieve the objectives of Canada's Feminist International Assistance Policy (FIAP) and the sustainable development goals (SDGs); (2) organizing an annual conference for SMOs and educators to increase knowledge sharing on the FIAP and the SDGs; (3) publishing resources through the virtual resource library; and (4) establishing the SGDs Youth Champions Program, including public engagement training and activities.

Women's Voice and Leadership - Kenya

P002782001: This project is part of Canada’s Women’s Voice and Leadership Program, which supports local and regional women’s organisations and networks that are working to promote women’s rights, and advance women’s empowerment and gender equality in developing countries. This is done by supporting activities, building institutional capacity, and promoting network and alliance-building as women’s rights and feminist organizations are critical agents of change. The Program also responds to the globally recognized, significant gap in funding and support to women’s rights organizations and movements around the world.
The project, implemented by CARE Canada, supports approximately 120 women’s rights organizations across Kenya. The project helps them improve their structures, programming and capacity to deliver quality services in order to promote women’s and girls’ rights, and equal opportunities for all. It also strengthens the effectiveness of women’s rights platforms in Kenya.
P002782002: In response to the coronavirus (COVID-19) pandemic, the project is supporting women’s rights organizations (WROs) to combat the harmful effects the response is having on women’s rights in Kenya, including sexual and gender-based violence. The project is also supporting a unique and innovative networking structure: a COVID-19 Rapid Response Virtual Centre for WROs and CSOs in Kenya.
