Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Amplifying Women's Voices for Sexual and Reproductive Health and Rights, and Peace
7388210 P002884001
This project aims to contribute to the empowerment of women and girls in South Sudan by enabling them to make their own decisions regarding their sexual and reproductive health and rights in a more peaceful environment. Increasing knowledge, shaping positive attitudes and practices, and challenging norms help support women’s and girls’ agency and decision-making power.
Project activities include: (1) producing a radio programme to provide fact-based education on sexuality and family planning; (2) including storylines about sexual and reproductive health and rights and how these relate to violence and conflict in one of BBC Media Action’s popular radio dramas; (3) training and supporting local media organizations on to how to report and produce coverage that reflects the world as seen through the eyes of women as well as men, with the goal of improving women’s standing in their communities; and (4) training and supporting community groups to discuss topics presented in radio programs, such as domestic violence and contraception, and identify how lessons learned apply to their local community.
Together these activities help increase community members’ knowledge and understanding of sexual and reproductive health and rights—including the negative impacts of gender-based violence and violence against women and girls—while contributing to increased support for women and girls to control their own reproductive decision-making and to access appropriate health and support services.

Afghanistan – Common Humanitarian Fund in Response to Drought – UNDP 2018
7400108 P006768001
November 2018 - In Afghanistan, the United Nations (UN) estimates that 4.2 million people are in need of life-saving humanitarian assistance, up from 3.3 million earlier in the year. Over the course of 2018, Afghanistan has been facing a severe drought, resulting in the severe deterioration of the humanitarian situation. According to the UN, up to 2.5 million persons are facing urgent food security needs. The drought and continued insecurity have also resulted in the displacement of over 250,000 persons since the start of the year. As a result, the UN has revised its 2018 Humanitarian Response Plan to reflect the new needs of drought affected persons.
With GAC’s support, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is managing the Afghanistan Common Humanitarian Fund. This Fund channels resources to humanitarian partners to respond to the critical needs of people affected by the drought in Afghanistan. Project activities include: (1) supporting life-saving activities by filling critical funding gaps; (2) promoting needs-based assistance in accordance with humanitarian principles; (3) strengthening coordination of humanitarian assistance; (4) improving the relevance and coherence of humanitarian response by strategically funding priorities as identified under the Humanitarian Response Plan; and (5) expanding the delivery of humanitarian assistance in hard-to-reach areas of the country by partnering with local and international non-governmental organizations.
