Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The ELCC Data and Research stream aims to:
- support a range of data and research activities to help identify and address data and research gaps for ELCC and Indigenous ELCC in support of the Government of Canada’s priorities
enhance knowledge exchange across a diverse range of disciplines related to ELCC and Indigenous ELCC
- improve and enhance domestic data collection for national and international reporting purposes, to inform policy and decision-making
- build on knowledge of international best practices in order to support the department in policy development in areas of quality, accessibility, affordability, flexibility, and inclusivity of ELCC in Canada, thereby contributing to the development of a Canada-wide child care system
- facilitate Canada’s participation in long-term projects with organizations such as the OECD or UNESCO that brings together multiple countries to exchange information, produce research and data analysis, and collaborate on best practices in key emerging areas of ELCC
- collaborate with provinces and territories through participation in international ELCC projects, through data sharing, exchange of best practices and other collaborations, which can contribute to future work on a Canada-wide child care system. Collaboration through this funding stream would support direct participation by contributing to the cost requested by international organizations for data or research projects. Collaboration of this kind would be beneficial to project outcomes with increased data and information sharing

Cedarwood Sanitary Pump Station Reconstruction Project
The Cedarwood Sanitary Pump Station was constructed in 1972 and services an area totaling in approximately 920 hectares within the Town of Tecumseh. The pumping station is currently equipped with screw pumps which have been in service for over 50 years and require replacement in the near future. Climate change related to increasing rainfall events have had significant impacts on the region, including rising water levels in Lake St. Clair. Over the last ten years, the Cedarwood drainage area has been experiencing an increase in basement flooding cases during severe storm events. The implementation of the project will address multiple issues identified within the existing pumping station to improve its efficiency and performance and mitigate the risk of basement flooding within the service area.
